Black Hill is about 2 km from Ballarat Central, bounded by the Yarrowee River to the south and east. The hill itself was open-cut for gold from the 1850s to 1907 and was once known as the White Cliffs of Ballarat for its exposed sandstone. Today the 21-hectare Black Hill Reserve, its lookout and mountain bike trails sit above a suburb of around 2,100 people.

The suburb has been called the Fitzroy of Ballarat for its large blocks and high house prices, and the housing is mostly Victorian and Edwardian with later infill. The Black Hill heritage precinct (HO174) covers part of it. Access on the steep streets off Peel and Chisholm Streets is the main thing that sets painting here apart.

Peel Street runs north-south and Chisholm Street east-west; Napier, Havelock, Rowe, Walker and Howitt Streets fill in the grid. Black Hill Primary (1878) sits in the middle, with Chisholm Street Reserve and the seasonal solar-heated outdoor pool nearby. The peak is about 520 m above sea level, well above the CBD, so the upper streets get full wind exposure.

Can you paint a house on a steep Black Hill block?

Yes. We use adjustable-leg scaffold and platform ladders on sloped ground, and plan access elevation by elevation. It adds a little set-up time, which we include in the quote rather than charging later. For the upper streets we also pay attention to wind exposure when choosing products and scheduling.

Are paint colours restricted in the Black Hill heritage precinct?

No. HO174 is a residential precinct without external paint controls, so repainting already-painted weatherboards, trims and fences in any colour needs no permit.
